Human Resources Director and Risk Manager

Come work at the nation’s highest incorporated city! The City of Leadville is seeking a dedicated and collaborative employee who would enjoy working in a spectacular and historic mountain community. This full-time position as the Human Resources (HR) and Risk Manager is responsible for leadership, strategic direction, and oversight of all functions of the city’s Human Resources Department, including the Risk Management Division, as well as carrying out city and council goals and directives, developing internal policy and guiding interdepartmental initiatives.

This position provides support to various boards and commissions and works closely with the City Council and other members of the small administrative team. The general duties include but are not limited to, organizing, and directing the activities of the Human Resources Department in a manner that optimizes the use of financial, physical, and human resources in accomplishing assigned functions and achieving city objectives This role will also oversee the development and implementation of policies and procedures, confirm compliance with laws, and oversee administration of compensation and benefits programs according to legal plan documents, organizational philosophies, and recognized human resource standards. This position will provide direction, oversight, and support to the Risk Management Division and its collective policies, procedures, and programs, as well as provide leadership and direction in the development of short- and long-range goals, plans, and organizational initiatives.

The ideal employee must be organized, self-motivated, and have strong written and verbal communication skills with the ability to effectively interact with all levels of the organization, outside agencies, and the general public in a positive manner. This position requires the ability to exercises sound judgment and decision making while communicating calmly, respectfully, and professionally.

A Bachelor's degree in human resources, public administration, business management, or a closely related field is required. The position also requires three to five (3-5) years of human resources generalist experience, with prior experience in a management/supervisory role in a human resources department preferred. SPHR or SHRM-SCP certification is highly desired.
