IFB/RFB Tabor Opera House: Rehabilitation of Exterior Envelope Phase 2 (“Project”) 22-002:
This Contract provides for the Construction of the following Work:
Furnish all labor, equipment, supplies, and material as necessary for the exterior rehabilitation of the historic Tabor Opera House located at 308 Harrison Avenue, Leadville, CO 80461, as stated in the Drawings and Project Manual included with this Invitation to Bid. More specifically, the Work includes the rehabilitation of the masonry and windows on the east (rear) and north elevations, both of which are highly deteriorated. Additional information is located in Article 24, titled “Scope of Work,” of the Instructions to Bidders.
The Tabor Opera House is a contributing structure in the Leadville Historic District, which is a National Landmark District. All work shall conform to the standards established by the Secretary of the Interior’s Standards for Rehabilitation, Standards and Guidelines for Historic Preservation and Archeology, and Standards for the Treatment of Historic Properties.
The Tabor Opera House was built in 1879 in the Italianate Style. It is a 27,000 square-foot brick structure with three floors of commercial space, including a ballroom, auditorium, stage and dressing rooms. It was recognized as a Colorado Most Endangered Place and a National Treasure of the National Trust for Historic Preservation. It was also the recipient of a Save America’s Treasures grant.
The Project involves the rehabilitation of the masonry and windows on the east (rear) and north elevations. Both building components are highly deteriorated, requiring skilled craftspeople to carry out the work. The preservation of a ghost sign at the west end of the north elevation is also planned but will be under a separate contract.
Funding for the Project will come from a Colorado Department of Local Affairs grant, History Colorado’s State Historical Fund, the Gates Family Foundation, and Colorado historic preservation tax credits.
Consequently, the City of Leadville, Colorado is requesting bids from qualified bidders to submit a Stipulated Lump Sum Proposal for furnishing all labor, materials, services, and equipment necessary for the construction of the work as shown on the Drawings and included in the Project Manual for the Tabor Opera House – Rehabilitation of Exterior Envelope, dated April 4, 2022.
It is imperative that the Bidder and its subcontractors have past experience working on historic buildings. It will be necessary to provide the names of four or more projects listed on the National Register of Historic Places, the Colorado State Register of Historic Properties, or locally designated, and of similar nature and scope to this project that have been completed within the past ten years and that were in compliance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties. Similar scope items include historic brick and stone masonry restoration and historic window restoration. It will be necessary to list the similar historic preservation trade skills or construction practices associated with each referenced project.
